Housing development in Horam, East Sussex

Monson supported Chailey Homes in meeting planning conditions for the development of a residential project comprising 38 dwellings.


The project faced several challenges that required innovative solutions.


One key issue was the need to divert the public foul sewer emergency overflow (EMO). Monson designed the diversion and worked with Southern Water to secure the necessary approval. Through our creative approach, we successfully removed the requirement for an Environmental Agency Permit for the EMO relocation.


Monson also contributed to the design of off-site highway improvements, including a 30-mph speed limit extension, a gateway feature, and the addition of a footway/cycleway along the north side of Horebeech Lane.

The safety of road users was a top priority, and our expert Highways team ensured that all design standards and best practices were strictly adhered to.

Additionally, Monson developed the Framework Travel Plan for the site. The plan aimed to reduce single-occupancy car trips by promoting sustainable travel options such as walking, cycling, public transport, and car sharing. The transport objectives include:


  • Raising awareness of local public transport, pedestrian, and cycling facilities to encourage their use.

  • Providing residents with information to help them make informed decisions about nearby amenities, schools, healthcare, and leisure options.

  • Promoting behavioural changes to increase public transport use and car-sharing while reducing the reliance on private cars and the need for parking.

  • Setting SMART (Specific, Measurable, Achievable, Realistic, Time-bound) travel targets to ensure progress.


The site was also identified as being at risk of surface water flooding. Monson conducted geospatial analysis to identify vulnerable plots and designed a solution that maximized the site's development potential. The introduction of shallow swales mitigates the risk of flooding, while the swale planting aligns with the landscape plan, offering broader environmental benefits.


As part of our comprehensive design, Monson conducted a condition survey of the watercourse and secured an agreement with the Water Level Management Board regarding surface water discharge rates.
